FOWNHOPE PARISH COUNCIL

 

Minutes of a Parish Council Meeting held on Wednesday 7th December 2005 at 7.30pm in the Pavilion

PRESENT

Mr D Clarke (DVC), Mrs A Corby (AC), Mr D Colley (DC), Mr J Hardwick (JH), Mr J Jones (JJ – CHAIRMAN),  Mrs H Mansell (HM), Mr N Moorcraft (NM), Mr G Williams (GW), Mr S Wood (SW).

IN ATTENDANCE - Parish Clerk … Mrs L Wilcox.   6 members of public.

1.     APOLOGIES FOR ABSENCE

1.1   Mr Daines, Mr Powell & Mr M Williams.  The meeting accepted that, due to ill health, Mr Powell had been unable to attend recent meetings and looked forward to his return in due course.

1.2   Herefordshire Councillor, Mrs Pemberton – due to ill health.

2.     DECLARATIONS OF INTEREST

3.     MINUTES OF PREVIOUS MEETING – 1.11.05.  Agreed & signed.

4.     FEEDBACK ON ACTION POINTS not on agenda – None.

5.     WEST MERCIA POLICE

5.1   Parking on Common  Hill – Chairman had discussed issue with

Community Support Officer, and would speak to landowner.

                                                                           Action – Chairman

5.2   Storage of gas cylinders and batteries – Clerk to write to local landowner, expressing safety concerns.                            Action - Clerk

6.     PROPOSED NAME CHANGE FOR CAPLER LANE

AGREED:- Planning Group to consider views/suggestions from local residents, received by the Clerk, and report back to next meeting, for further discussion.                                          Action – Planning Group

7.     AFFORDABLE HOUSING

AGREED:- Herefordshire Council representatives to be invited to attend the February meeting, to clarify affordable housing proposals for Fownhope.                                                                        Action - Clerk                                                                                            423.

8.     RECREATION FIELD ASSOCIATION (RFA)

8.1   The Clerk read the Football Club’s response to concerns over their behaviour on field, and siting of unauthorised lighting.  AGREED:- FRFA to deal with the matter, as managing trustees of the field/pavilion.

8.2   Fumes from boiler in pavilion noted.                        Actions - FRFA

9.     FINANCE

9.1   Precept 2006/7 – No public comments received on draft Precept.  AGREED:- To ratify 2006/7 Precept as £18k.

9.2    Noted PWLB Loan repayment 1.12.05. - £1196.81.

9.3    AGREED for payment:- Scotch Firs – 2 x Grass-cuts @ £20 … £40.

10.   PLANNING

Planning Sheet endorsed.  AGREED - Planning group to meet & agree comments on Coach House application.            Action–Planning Group

11.   WYE VALLEY AONB

11.1 DVC & GW to attend AGM – 4.2.06.                      Action - DVC/GW

11.2 AC to attend AONB Society meeting 12.12.05.      Action - AC

12.   THE DEER INITIATIVE - Questionnaire re Woolhope Dome SSSI.

AGREED:- DVC to complete & return.                                 Action - DVC

13.   PARISH LAND REAR OF HALL                              Actions - Clerk

13.1 Suggested one way traffic system - site meeting to be held.

13.2 Permissive use by school – DC presented a contract (drawn up by

the School) for consideration.  AGREED:-NALC advice be sought.

13.3 Discussion on possible sale of land to school, for next meeting.

14.   VENTURE AREA

14.1  Noted:- No requirement for bridge to be made wheelchair friendly.

14.2  Bridge repairs carried out.  Vote of thanks to working party, including GW, who supplied the post.

14.3  Noted:- No ropes swings in situ at present time.

15.   FOOTPATHS

15.1  Retention of Lea Brink path.

FP Group to meet with Trust body for land.               Action – FP Group

15.2  West Villas extended footpath – likely cost of valuation visit £200 - £250 (based on mileage and time).  AGREED:- Visit to be requested (hopefully to deal with more than one issue, e.g. land rear of hall as well) up to maximum cost of £300.                                           Action - Clerk

16.   LENGTHSMAN SCHEME

16.1 Small amount left in 05/06 budget.

16.2 Herefordshire Council outstanding works:–

        a) Dangerous manhole cover still not repaired.

        b) Noverwood footpath repairs not yet carried out.

18.   RESIGNATION OF PARISH CLERK as of 31.1.06.

18.1 Clerk congratulated on her new regional appointment.  JH led a vote of thanks for her 10 years of valuable service to the Parish Council.

18.2 AGREED:- Clerk to assist Employment Group (JJ, GW & MW) to recruit new Clerk, including advertisements in:-

        18.2.1 Herefordshire Council’s job vacancy bulletin.

        18.2.2 HALC’s Information Corner to all Herefordshire Clerks.

        18.2.3 Fownhope Flag.        Action – Clerk & Employment Group

19.   MATTERS RAISED BY MEMBERS for next Agenda:-

19.1 Parking of cars on Common Hill.

19.2 Parish land rear of school.

19.3 Footpath widening outside West Villas.

1) Local resident expressed concern that matter was being considered further by Planning Group, when majority of affected householders appeared to be against proposal.
